Call to Order

1. Roll Call

The meeting was called to order by Mayor Terp at 6:45PM

Present: Mayor Terp and Councilors Weinstein, Disbrow, Echauri and
Commissioner Prendergast
Excused Absence: Councilor Gilmore, Commissioner Moore, and Padberg
Absence: Commissioner Mitchell
Staff present: City Recorder Gilmore, Superintendent Howard,
City Planner John Morgan

2. Land Use
(1) Urban Growth Boundary expansion and Zoning.
John Morgan gave a background on the Yamhill study that was done in 2008, and sequentially led to the expansion of the Urban Growth Boundary that added 18.52 acres zoned light industrial located at the northwest corner of West Main Street and Stiller’s Mill Road. It was also noted that an annexation was done in 2013 that annexed 12.7 acres into the City limits. The planning commission has been considering plans to do another expansion, and feels there is not an adequate supply of buildable land for the next 20 years. Morgan explained the process to begin a UGB expansion;
Step 1: Determine need, based on the forecast of population change over the next 14 years.
Step 2: Determine supply by conducting simplified land inventory to determine how much of the need can be met inside existing UGB.
Step 3: Compare the need (step 1) to supply (step 2) and determine whether existing UGB provides an adequate supply of buildable land for a 14-year need. If capacity of current UGB is determined to be insufficient, continue the expansion process.
Step 4: Establish Study area, all adjacent land within a set distance for possible addition to the UGB.
Step 5: All lands from study to the UGB in amounts “roughly proportional” to determine needs.
Step 6: Planning and Zoning, plan land in the amended UGB so as to provide for needed housing determined in Step 1.

Morgan stated that with the Council’s approval, the first step could be started by doing a buildable land inventory and housing needs analysis, but the actual UGB process would not be started until the formal population projection is finished in 2018. Morgan feels that doing the land inventory would not be a huge cost to the City and there is work that can be done prior to starting any UGB process. Mayor Terp stated a concern for the City starting an expansion project when there is a May, 2016 School District Bond Levy that may be a huge impact on the City if it does not pass.
Terp recommended that a UGB expansion project be added to the February Council Agenda for a consensus and motion before beginning any work.
Morgan will work with Gilmore to project costs to include in the 2016/2017 Fiscal year budget, and report at the February Council meeting.

(5) Capital Improvement Plan
(6) Hazard Mitigation Plan

It was noted that a Street Master Plan and a Storm Master Plan were not part of the plan list but will need to be done and are 20 year plans and should be reviewed a minimum of every 10 years.
Howard reported that the Parks Master Plan should be moved to the bottom of the list, as it was updated in 2004 and won’t need to be reviewed in the near future.
The Water Master Plan will be finished in the next budget year, the Capital Improvement Plan is reviewed annually and the Hazard Mitigation Plan is an ongoing plan. The Transportation plan is on the February Council Agenda for discussion and the Comprehensive Plan will be looked at during the possible UGB expansion project.
Council requested that Howard make a list of the plans and include recommendations of when each plan should be done or updated.

(2) Water/Wastewater Rate Study

Howard reported that the Wastewater Master Plan will be completed this Fiscal Year and the water/wastewater rate study is in the process. The rate study will be on the February Agenda for discussion on rate increases.

3. Other
Mayor Terp reported that City Hall will also need some major repair to the building in the near future, and the Council should discuss plans to rebuild or replace.
