CITY PLANNING COMMISSION MEETING
Wednesday – April 6, 2016
1. Call to Order –Roll Call
The Yamhill Planning Commission meeting was called to order at 7:00pm by
Members present: Prendergast, Mitchell, Padberg and Moore
City staff present: City Recorder Gilmore, Superintendent Howard

Chair Mitchell led the flag salute with all those present participating.

4. New Business:
A. Discuss approval for Farmers Market at 185 S. Maple Street.
Tearie Locke of 18325 Stillers Mill Road, Yamhill and Tanea Storm of 185 S. Maple
Street, Yamhill, proposed having a Saturday Farmers Market in the business lot of 185
S. Maple Street and reporting the lot could accommodate 20 potential venders.
The market would run on Saturdays from 10:00am to 2:00pm from May to October of
each year. It was discussed that each vendor would need to have a valid business
license and proof of liability insurance before opening business. It will be the property
owner’s responsibility to have each vendor’s license and insurance information on
record. It was noted that the vendor booths should not block any sidewalks or be
placed in the public right-of-way. The commission would like a drawing of the
configuration of the layout of the vendor spaces with specific measurements to have on
record. The Commission requested having a list of the vendors with the assurance that
the property owner will keep a record of the individual licenses and insurance policies.
It was noted that the City Council reviewed the request at the March 9, 2016 meeting and referred the approval decision to the Planning Commission.
Prendergast made motion, Padberg seconded to approve the use of the parking lot at
185 S Maple Street for a Farmers Market on a trial basis from May to October 2016.
The approval was granted with the condition that the Planning Commission can review
the use at any time during the trial period, and would like reviews and updates at the
monthly Planning Commission meetings.

B. Discuss Yamhelas Westsider Trail Connectivity for the City of Yamhill.
Councilor Disbrow was not in attendance, but provided a request for the planning
commission to propose options for connectivity to the Yamhelas Westsider Trail that is
currently in the planning stages. The Yamhelas Westsider Trail is a proposed 17-mile
recreational trail that will run from just north of Highway 99W in McMinnville to just north
of Gaston. The trail would run east of Yamhill, outside the city limits and the concern is
what route will be necessary to connect the Downtown area to the trail. Disbrow
recommended that the commission propose options to connect and adopt a formal
policy. Lee Schrepel, owner of Fruithill, Inc., stated that the trail would run just east of
his business located at 6501 NE Highway 240, Yamhill, and he is not in favor of the
location of the trail. Schrepel indicated that over 5 acres of his property that was
purchased from the railroad would become property for public use. Schrepel feels the
farmers will be adversely affected by the trail location. John Van Dyke, resident on
Main Street, Yamhill, lives near the proposed trail location and is not in favor of having
the trail near his property.
The Commission’s decision was to table the item until more information could be
obtained, including maps of the trail proposal.
C. Discuss information regarding a future Urban Growth Boundary Expansion.
A staff report was received from City Planner, John Morgan reviewing the process for
initiating the Urban Growth Boundary process. Resolution No. R-730 was provided, that
amends the comprehensive plan for the purpose of expanding the urban growth boundary. The resolution was adopted by the Yamhill City Council on February 10, 2016. Staff reported that funds will be budgeted in the next fiscal year to begin the expansion process and no steps will be taken until after July 1, 2016. The UGB expansion process will take several years to complete. One of the initial steps will be to determine what usable, buildable land is available inside the city limits.
D. Discuss adopting a code section for temporary Carports.
There was discussion regarding the regulations or restrictions for what would be considered, temporary metal carports. An email from John Morgan addressing the issue was included. Morgan stated that the Yamhill Municipal Code reads they would be accessory structures and would be no different than any other such structure where setbacks apply. The City’s code would need to be specific about what makes them temporary to not meet setback requirements. Moore questioned the safety of free standing structures and the need to address requirements in the code to specifically address metal carports and temporary structures. The Commission’s decision was to table the item until Morgan can attend and to allow more time to review the current code.

6. A. Approval of Planning Commission Minutes from January 6, 2016.
There were no members in opposition to the minutes.
Prendergast made motion, seconded by Moore to approve minutes.
