CITY OF YAMHILL, CITY COUNCIL MEETING

MINUTES

1. CALL TO ORDER: Roll Call

The meeting was called to order by Mayor Terp at 7:02PM

Present: Mayor Terp and Councilors Weinstein, Gilmore and Disbrow
Excused Absence: Councilor Echauri
Staff present: City Recorder Gilmore, Superintendent Howard and Chief Graven

2. PUBLIC HEARING (S):
A. Public hearing on the proposed use of State Revenue Sharing Funds.

Mayor Terp opened the public hearing and asked for testimony.
No comment or questions were forthcoming and the public hearing was closed at approximately 7:03 P.M.

B. Public hearing on the 2016-2017 Fiscal Year Budget.

Mayor Terp opened the public hearing and asked for testimony. No comment or
questions were forthcoming.
Mayor Terp asked for any final comments concerning the budget. Terp closed the public hearing at 7:04 P.M.

C. Following closure of the public hearings, consider the following items
related to the 2016-2017 Fiscal Year Budget.

(1) Resolution No. R-731 - allowing disbursement of State Funds.

Motion by Weinstein, seconded by Gilmore, to adopt Resolution No. R-731 allowing disbursement of State Funds.

Roll Call: Ayes: Weinstein, Disbrow, Terp and Gilmore
Nays: None

The motion carried.

RESOLUTION NO. R-731
A RESOLUTION BY THE CITY COUNCIL OF YAMHILL, OREGON, ALLOWING DISBURSEMENT OF STATE FUNDS, IN ACCORDANCE WITH ORS 221.760.

(2) Resolution No. R-732 -Electing to receive State Revenue Sharing funding.

Motion by Disbrow, seconded by Weinstein, to adopt Resolution No. R-732 electing to receive State Revenue Sharing funding.

RESOLUTION NO. R-732
A RESOLUTION BY THE CITY COUNCIL OF YAMHILL, OREGON, DECLARING THE CITY'S ELECTION TO RECEIVE STATE REVENUES.
(3) Adopting the 2016-2017 Fiscal Year Budget.

Motion by Gilmore, seconded by Weinstein, to adopt Resolution No. R-733 adopting the 2016-2017 Fiscal Year budget in the total amount of $3,799,333.00 and approving the property tax rate of $3.7389 per $1,000.00 of assessed value.

RESOLUTION NO. R-733
A RESOLUTION BY THE CITY COUNCIL OF YAMHILL, OREGON, ADOPTING THE 2016-2017 FISCAL YEAR BUDGET, APPROPRIATING MONIES FOR OPERATION AND LEVYING A PROPERTY TAX

4. PRESENTATIONS & APPOINTMENTS:
A. None Scheduled

5. UNFINISHED BUSINESS:
A. Discuss Water and Wastewater rate increase and set date for public hearing. (Discussion tabled from Council Meeting on February 10, 2016)

A water and wastewater rate study was completed in January 2016 by Donovan Enterprises Inc. The issue of a rate increase was tabled at the February 10, 2016 Council meeting and requested to schedule a discussion and public hearing after the May 17, 2016 election. The conclusion of the January 2016 rate study was the recommendation to reduce the Water allowance in the monthly water base fee from 6,000 gallons to 4,000 gallons and implement a rate increase of 3.5% per year for the next five fiscal years. The recommendation for the wastewater fee schedule is to implement a rate increase of 8.0% per year for the next five fiscal years. Council’s consensus is to propose the recommended rate increases and to schedule a public hearing at the July 13, 2016 Council Meeting to allow for public input. It was requested that Donovan Enterprises make a brief presentation at the public hearing concerning the rate study and the background and current financial status of water and wastewater utilities.

7. NEW BUSINESS:
A. Request by Dave Larmouth of Recology Western Oregon regarding Rate
Review Report and Annual Financial Report.

Dave Larmouth introduced himself as the Rate Analysis for Recology Western Oregon
Waste. Larmouth provided a new cost rate adjustment for the coming year at a rate
adjustment of 0.50% to be effective July 1, 2016. The rate increase will result in an
increase of .13 cents per 90 gallon cart monthly and a .8 cent increase for a 90
gallon cart bi-monthly.
It was determined that it would only be a formality for Council to vote on the increase, as
it is not a Council decision but a contractual CPI rate increase.
Disbrow questioned if Recology would be able to provide a trash compactor in the event
of a local emergency. Larmouth stated that Recology does have compactors available,
but it would depend on what type of an emergency if it could be delivered to Yamhill.

B. Consider approving extension of professional services contract for City
Planner John Morgan to June 30, 2018 and authorize the Mayor to
execute the contract.

Gilmore reported that the new contract would increase the per hour rate from $50.00 to $65.00 for the Fiscal Year 2016/2017 and increase to $80.00 per hour for these services for the Fiscal Year 2017/2018.

Motion by Disbrow, seconded by Gilmore, to approve extension of the contract for City Planner John Morgan to June 30, 2018 and authorize the Mayor to execute the agreement.

9. DEPARTMENT/COMMITTEE REVIEW/REPORTS:
A. Police Review– Graven – Monthly report in packets
Chief Graven reviewed Police business for May 2016 and provided a report of May calls. No questions followed.

B. Public Works Review – Superintendent Howard – Memo in packets
Superintendent Howard provided his staff report included in packets. Disbrow
Questioned Howard on the current water levels and showed a concern for low snow level run offs and Howard indicated that there are no anticipated problems at this time.
Disbrow requested a review of our current water restriction policy, but it was noted that a review had been done last summer and water levels are good at this time.

C. Mayor/Administration Review-
A reminder was given for the Joint Work Session/ Town Hall with Yamhill County Commissioners on Monday, June 13, 2016 at 6:30 p.m.

D. Council Review
None Received.

E. Emergency Preparedness Review
(1) Grant approval from State Homeland Security.

Oregon Office of Emergency Management announced that the City of Yamhill’s Long Range Emergency Preparedness Planning project has been approved for partial funding in the amount of $17,500.00 from the Fiscal Year 2016 State homeland Security Grant Program. The funding is approved for job aids, information management tools and workshop items. The grant agreements are scheduled for release on or before October 1, 2016.

Disbrow stated that this morning he had a meeting at City Hall with amateur radio operators and discussed some of the issues from the March 2016 emergency exercise and also tested the radios and lines.
