CITY PLANNING COMMISSION MEETING
Tuesday – August 2, 2016
1. Call to Order –Roll Call
The Yamhill Planning Commission meeting was called to order at 7:00pm by
Members present: Mitchell, Padberg and Moore
Members Absent: Prendergast
City staff present: City Recorder Gilmore, Superintendent Howard
City Planner John Morgan
2. Flag Salute
Chair Mitchell led the flag salute with all those present participating.
3. Public Comment
Dennis Bryant of E. 2nd Street, Yamhill commented that as a member of the community he would like to observe a planning meeting and understand the City’s processes.
4. New Business:
A. Discuss City Boundary Map and UGB Map with Descriptions.
Nick White with AKS Engineering provided updated Legal Descriptions and Maps of the
City of Yamhill City Limits lines and Urban Growth Boundary lines. White confirmed that
the boundary lines on the maps are now correct and stated that the previous records
were not complete or correct. Howard reported that the State of Oregon did not have
a legal description for the City, as the records were inadvertently purged and the City of
Yamhill commissioned AKS Engineering to create the descriptions. John Morgan questioned the process for the State to formally accept the new descriptions and maps.
Morgan suggested that the information be forwarded to the Oregon Department of Land Conservation and Development for their records and obtain a receipt of their acceptance. Yamhill County should also be included in receiving the new records. It was noted that the new maps do not cover any buildable lands inventory for the City.
B. Discuss strategy for Buildable Lands Inventory project.
Discussion continued regarding using the newly created City boundary description and maps to move forward with starting an available buildable lands inventory. Before the City decides to move forward with an Urban Growth Boundary expansion, an inventory of all buildable land will need to be completed to justify any expansion. Mitchell stated that he feels the City should have additional zoning that allows for smaller parcels. It was noted that the Department of Land Conservation and Development may require the City to have either multi-family or medium to high-density zoning before approving any expansion. Currently the City has an estimated available land of 12 to 15 acres, but will have an accurate count after completing the lands inventory project using the updated City maps. Morgan reported that the City will need to use the Portland State Population estimate that will be completed later in 2017, to determine the estimated growth of Yamhill over the next fourteen years. The criteria for the UGB expansion is an analysis taking the population projections for a fourteen year growth and doing a buildable land inventory within the existing boundary and determine how much land you will need to accommodate the growth projection. Morgan explained that part of the process for UGB expansion is the City shall demonstrate it can provide utility serviceability to all of the land included in the expansion within a fourteen year period. The commission questioned if it is necessary for the City to expand and Morgan stated that it is State Law that every City must maintain a twenty year supply of buildable land.
Morgan recommended that the first steps in this expansion project will be to move forward with the buildable lands study and consider additional zoning designations allowing smaller parcels or medium to high-density zoning.
The next scheduled Planning Commission Meeting will be on Tuesday, September 20, 2016, due to scheduling conflicts on the first Tuesday of September.

There were no members in opposition to the minutes.
Moore made motion, seconded by Padberg to approve minutes.
