MINUTES

1. CALL TO ORDER: Roll Call

The meeting was called to order by Council President Echauri at 7:00 PM

Present: Councilors Disbrow, Gilmore, and Echauri
Excused Absence: Councilor Weinstein, Mayor Terp
Staff present: City Recorder Gilmore, Superintendent Howard, Chief Graven

6. NEW BUSINESS:
A. Consider adopting Resolution No. R-734, a resolution by the City Council
of Yamhill, amending the water rate schedule, and superseding resolution
R-544 and any other resolutions regarding water rate schedules. (Effective October 1, 2016)

It was noted that a Public Hearing was held at the City Council Meeting on July 13, 2016 to discuss the proposed rate increases, as well as rate study presentations at the January 13, 2016 and February 10, 2016 Council Meetings. Resolution No. R-734 and Resolution No. R-735 were posted prior to the July 13, 2016 meeting and are currently available on the City of Yamhill’s website, www.cityofyamhill.com.

Motion by Disbrow, seconded by Gilmore, to adopt Resolution R-734, a
resolution by the City Council of Yamhill, amending the water rate schedule, and
superseding Resolution R-544 and any other resolutions regarding water rate
schedules, effective October 1, 2016.

Roll call: Ayes: Disbrow, Echauri and Gilmore
Nays: None

The motion carried.

A RESOLUTION BY THE CITY COUNCIL OF YAMHILL, OREGON, AMENDING THE WATER RATE SCHEDULE, AND SUPERSEDING RESOLUTION R-544 AND ALL OTHER RESOLUTIONS REGARDING WATER RATE SCHEDULES.

B. Consider adopting Resolution No. R-735, a resolution by the City Council
of Yamhill, amending the sewer rate schedule, and superseding resolution
R-543 and any other resolutions regarding sewer rate schedules. (Effective October 1, 2016)

Motion by Disbrow, seconded by Gilmore, to adopt Resolution R-735, a resolution
by the City Council of Yamhill, amending the sewer rate schedule, and superseding Resolution R-543 and any other resolutions regarding sewer rate schedules, effective October 1, 2016.

Roll call: Ayes: Disbrow, Echauri and Gilmore
Nays: None

The motion carried.

A RESOLUTION BY THE CITY COUNCIL OF YAMHILL, OREGON, AMENDING THE SEWER RATE SCHEDULE AND SUPERSEDING RESOLUTION R-543 AND ANY OTHER RESOLUTIONS REGARDING SEWER RATE SCHEDULES.

C. Consider approving the renewal of ODOT’s “Oregon Public Works
Emergency Response Cooperative Assistance Agreement” that will expire
September 13, 2016 and authorize Mayor Terp to execute the agreement.

Disbrow made motion, Gilmore seconded to approve the renewal of ODOT’s “Oregon Public Works Emergency Response Cooperative Assistance Agreement” and authorize Mayor Terp to execute the agreement that will expire September 13, 2021.
Councilor Disbrow questioned if this would be similar wording to the “OWARN” (Oregon
Water/Wastewater Agency Response Network) agreement and recommended that we revisit approving that agreement in the near future. It was noted that the topic would be added to the September 14, 2016 meeting agenda.

D. Discuss and review sample Ordinance from the City of Madras
concerning derelict structures and abatement.
Councilor Echauri recommended that the subject be tabled until all five Council members are available. Disbrow stated that his intention was for the Council to recommend that the Yamhill Planning Commission review and consider the sample Ordinance for Yamhill. Council consensus was to recommend the document be forwarded to the Planning Commission to be reviewed at a future meeting.

7. CONSENT AGENDA:
A. Approve Council Minutes
(1) Regular Session July 13, 2016
B. Financial Statements
C. Approve the following Purchase Order:
(1) PO # 17-007 – GPEC Electrical Contractors - $1,350.00 –Wiring for
garage doors.

Motion by Disbrow, seconded by Gilmore to approve the Consent Agenda as presented.

8. DEPARTMENT/COMMITTEE REVIEW/REPORTS:
A. Police Review– Graven – Monthly report in packets.
Chief Graven reviewed Police business for July and provided a report of July calls.
No questions followed. Graven reported that the police department will be moving forward with replacing a Patrol Vehicle as budgeted in the 16/17 fiscal year. Graven will be replacing the 2009 Dodge Charger and using the 2009 strictly as a Police Reserve Vehicle.

B. Public Works Review – Superintendent Howard – Memo in packets.
Superintendent Howard provided his staff report included in packets. No questions followed. Howard reported that the water situation is holding its own and there is no shortage of water at this time. Echauri asked for an update of the ongoing timber sale with BLM. Howard reported that Attorney Gowell will be reviewing some final reports on the City’s findings within the next few weeks and the City should be able to move forward with the sale after that time.

C. Mayor/Administration Review-
Regarding Economic Development, Disbrow provided a list of 20 Business’s in the area that have been interviewed by SEDCOR (Strategic Economic Development Corporation) and himself. The interviews are extensive information gathered from each business owner to help the City determine the economic needs of our businesses.

D. Council Review
(1) Discuss finalizing the decommissioning of the ball fields at Jane
Heinrich Park.
In June, 2016, Councilor Disbrow had sent letters to numerous organizations, requesting feedback from anyone that may be interesting in utilizing the fields. To date, there has been no interest or no response to the City’s request. Howard indicated that it was a baseball club that originally did the work on the ball field and that the City should try to contact the club in Carlton to see if there is any interest in the fields or if they would like the fencing or backstop material back. Echauri reported that she would try to get some names from the Carlton School District and supply the information to City staff. Discussion continued regarding having the area still dedicated to Jane Heinrich. Council consensus is to table the discussion until the September 14, 2016 Council meeting. Echauri suggested that the Council members visit the area before next month’s meeting.

E. Emergency Preparedness Review
Disbrow reported that he will be participating in a Yamhill County Search & Rescue exercise this coming weekend for H.A.M. radio communications.

9. INFORMATION/ANNOUNCEMENTS:
A Candidate filing deadline – August 25, 2016 at 5:00pm
B. City County Dinner – Hosted by the City of Dundee – Thursday, August 18, 2016 at 6:30 PM.
C. City offices will be closed Monday, September 5th to observe the Holiday.
D. Vacancies: Planning Commission – 1 member
Budget Committee - 2 members -Applications are available at City Hall

10. ADJOURNMENT:
Motion by Disbrow that the meeting adjourn 7:30PM.
The motion carried by unanimous vote.
